1. 中化建國際招標有限責任公司（以下簡稱：招標代理機構）受中海石油煉化有限責任公司（以下簡稱：招標人或采購人）委托，就中海石油煉化有限責任公司惠州煉化二期項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

 

 

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Oil & Petrochemicals Co., Ltd. (hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase the Goods and the relevant services required under the project of CNOOC HUIZHOU REFINING & PETROCHEMICALS PROJECT PHASE II with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對投標人的資質/業績要求：

 

 

Requirement for Bidder"s qualification and reference:

 

 

投標人自2010年1月1日至今，有2臺/套及以上用于煉油或乙烯項目污水處理的處理量20m3/h及以上、采用單電機單變頻控制系統的旋轉擠壓式脫水機或雙電機雙變頻自動控制系統的三相分離結構型式離心脫水機的應用業績，并提供無價格的銷售合同復印件相關頁及用戶證明，合同復印件或用戶證明需能證明合同簽訂時間、項目名稱、單臺處理量、設備臺數、控制系統類型、設備型式，并由投標人代表簽字或蓋章；無銷售合同相關頁復印件或用戶證明支持或提供的合同復印件/用戶證明無法證明所提供業績滿足上述要求的業績將視為無效業績。

 

 

The bidder must have at least 2 sales performances of Oily Scum Dehydrators （Three-phase separation Centrifugal Hydroextractors with dual-motor frequency conversion control system or Rotary press type Hydroextractors with Signal-motor frequency conversion control system）,and the wasting water treatment capacity should be greater than 20m3/h, the sale performance must be applied in the Sewage Works of petrochemicals industry inside or outside China. The bidder shall provide relevant pages of unpriced contract with signature of the Bidder"s representatives or the company stamp of Bidder, demonstrating sales performance and sales time. If Bidder"s performance lists without relevant copies of unpriced contract as supporting document shall be regarded as invalid.

 

 

3.有興趣的合格投標人可通過以下方式獲取招標文件：2015年11月10日開始至2015年11月19日止(北京時間)，在中國海洋石油總公司門戶網站（http://www.cnooc.com.cn/col/col871/index.html）購買招標文件（電子版）。招標文件每套售價為2000元人民幣或350美元，售后不退。

 

 

The interested and qualified Bidders may obtain the bidding document by following method: through CNOOC"s website (http://www.cnooc.com.cn/col/col871/index.html) starting from Nov 10th, 2015 to Nov 19th, 2015 (Beijing time) upon non-refundable payment of RMB 2000.00 or USD 350.00 for each copy (electronic edition).

 

 

投標人須在線填寫購買招標文件登記表，并在線支付標書款至指定賬戶（開戶名稱：中化建國際招標有限責任公司，開戶銀行：交通銀行北京分行和平里支行，人民幣賬號：110060224018010009667，美元賬號：110060224146300007037）。在線支付成功后，系統將向投標人在購買招標文件登記表中填寫的電子郵箱發送通知郵件，投標人可通過郵件中的鏈接自行下載招標文件。

 

 

The bidder shall fill in the Bidding Document Purchase Registration Form on line and the payment shall be wired to the designated account (Name of Account: CNCCC International Tendering Co., Ltd.; Name of Bank: Hepingli Sub-branch under Communication Bank of Beijing Branch; RMB A/C No.: 110060224018010009667; USD A/C No.: 110060224146300007037). After successful remittance, the system will send the download link to the registered e-mail address in Bidding Document Purchase Registration Form. Bidder may download the Bidding Document by this link.

 

 

4.投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2015年12月1日上午9：30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4層會議室428會議室。在此時間后收到的投標文件恕不接受。

 

 

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to Room 428，4th Floor，CNOOC Building, No.6 Dongzhimen Wai Xiaojie，Dongcheng，Beijing at or before 9:30 am (Beijing Time) on Dec 1st, 2015. Any bid beyond the required time and date shall be subject for rejection.

 

 

5.開標時間：2015年12月1日上午9：30（北京時間）。

 

 

Time for bid opening: 9:30 am on Dec 1st, 2015 (Beijing Time).

 

 

6.開標地點：北京市東城區東直門外小街6號海油大廈4層428會議室。

Bidder shall register and submit the bids through “CNOOC Procurement Operation System” (https://buy.cnooc.com.cn). Failure to complete on-line submission of bids may be resulted in rejection of the bid.

 

 

8.本次招標公告同時在中國國際招標網站（http://www.chinabidding.com）和中國海洋石油總公司門戶網站（http://www.cnooc.com.cn）上發布。
